Is this a Neotropic Cormorant the picture in my ref books show them to be all black, the photo was taken on Gatun Lake Panama on the 25/10/11

It is young Phalacrocorax auritus (double-crested cormorant). They have that much white on throat & breast. Young neotropic cormorant is darker, young great cormorant more white on belly & less on neck.
