Hi can anyone confirm if this sweet thing is a Kestrel? Parts look like it but it head is rather fluffy and it was stood by a pigeon and they were the same size (I thought Kestrel was slightly larger). Also it was spotted in Dorset in November so I would have thought a bit late for a juvenile? Greatful for any thoughts thanks.
